The U.S. Air Force USAF is accepting comments from the public on a Draft Environmental Assessment Draft EA for the relocation of the Sub-Scale Aerial Target SSAT launch, control, recovery, and maintenance operations from Dugway Proving Ground to the Wendover Site. The Wendover Site is located south of the Wendover Airport on Department of Defense land. SSATs are unmanned aircraft that are used to provide realistic live-fire training for USAF pilots flying at the Utah Test and Training Range UTTR. Moving these operations would result in approximately 40 full-time personnel working at the Wendover Site.


  In 2019, the USAF and the Federal Aviation Administration FAA developed a Draft EA for the creation of Restricted Airspace RA and the relocation of the SSAT mission to the Wendover Site. This Draft EA was made available to the public on Sept. 19, 2019. During the 30-day Draft EA public comment period, the USAF received several comments including those from the FAA stating that, due to the evolution and normalization of unmanned aircraft in the national airspace, Restricted Airspace would not be required for the launch, control, and recovery of SSATs from the Wendover Site. The FAA indicated that these activities would be possible under a Certificate of Authorization. As a result, the USAF has prepared this separate Draft EA that does not include the creation of Restricted Airspace for SSAT launch, control, and recovery at the Wendover Site.


  The new facilities at the Wendover Site are needed due to the growth of the Air Force’s test and training program using SSATs and increasing Army test and training operations on Dugway Proving Ground where the USAF is currently conducting these operations. The Draft EA analyzes and documents the potential environmental impacts associated with operating the SSATs and constructing the associated facilities at the Wendover Site.


  Based on the results of the Draft EA, construction of the new facilities and operation of the SSATs at the Wendover Site would not have significant impacts on the human environment or any of the environmental resources described in the Draft EA. The Air Force, therefore, proposes a Finding of No Significant Impact for the proposed project actions and has determined that an Environmental Impact Statement (EIS) is unnecessary for this action.

INVITATION TO BID


RECEIPT OF BIDS: Sealed Bids will be received at the office of the City of Wendover, Utah, Owner of the Work, located at 920 E Wendover Blvd, Wendover, Utah 84083-0430 until 4:30 pm, on October 8, 2020 for construction of the Pilot Peak Waterline Phase 3 Station 389+04 to Station 377+84. Any Bids received after the specified time will not be considered.


OBTAINING CONTRACT DOCUMENTS: The Contract Documents are entitled Pilot Peak Waterline Phase 3 Station 389+04 to Station 377+84. All Contract Documents (in PDF format) may be obtained from the office of the Engineer beginning Wednesday, September 23, 2020, upon payment of $0.00 (non-refundable), for each set of Contract Documents (including specifications and reduced drawings). The scale of the reduced drawings is about one-half of the original scale. If full-scale drawings are desired, they may be purchased at reproduction cost (not refundable) from the office of the Engineer.


DESCRIPTION OF WORK
: The project includes installing 1,120 linear feet of 14-inch Class 53 Ductile Iron transmission pipe with bonded joints and test stations. The waterline will be replacing an existing deteriorated ductile iron pipe that will be abandoned in place. The project is located in the salt flat playa north of Wendover, Utah.


SITE OF WORK:
The project is located within an existing BLM right-of-way in Utah, as indicated on the Drawings


PRE-BID SITE VISIT:
There will not be a pre-bid site visit for this project. The bidders are strongly encouraged to visit the site on their own to become familiar with the access and conditions of the site prior to preparing their bid.


COMPLETION OF WORK:
All Work shall be completed within 60 calendar days after the date when the Contract Times commence to run as provided in paragraph 2.03 of the General Conditions, and completed and ready for final payment in accordance with paragraph 14.07 of the General Conditions within 75 calendar days after the date when the Contract Times commence to run. Time is of the essence.


OPENING OF BIDS: The Bids will be opened publicly and read at 6:45 pm on October 8, 2020 at the above-mentioned office of the Owner.


BID SECURITY: Each Bid shall be accompanied by a certified or cashier’s check, or bid bond in the amount of five percent (5%) of the total bid price payable to the City of Wendover, Utah as a guarantee that the Bidder, if his Bid is accepted, will promptly execute the contract, provide evidence of insurance, and furnish a satisfactory faithful performance bond in the amount of 100 percent of the total bid price and a payment bond in the amount of 100 percent of the total bid price.


ADDRESS AND MARKING OF BID:
The envelope enclosing the Bid shall be sealed and addressed to The City of Wendover, Utah, 920 E Wendover Blvd, Wendover, Utah 84083-0430. The envelope shall be plainly marked in the upper left-hand corner with the name and address of the Bidder and shall bear the words “Bid for,” followed by the title of the Contract Documents for the Work and the date and hour of opening of Bids. The certified or cashier’s check, or Bidder’s bond shall be enclosed in the same envelope with the Bid.

In-Person and Mail Registration for this election shall close at 5:00 o’clock p.m. on October 6, 2020.
