RECEIPT OF BIDS: Sealed Bids
will be received at the office of the City of Wendover, Utah, Owner of the Work,
located at 920 E Wendover Blvd, Wendover, Utah 84083-0430 until 4:30 pm, on
October 7, 2020 for construction of the Pilot Peak Waterline Phase 4 Station
377+47 to Station 366+27. Any Bids received after the specified time will not be
considered.
OBTAINING CONTRACT DOCUMENTS: The Contract Documents
are entitled Pilot Peak Waterline Phase 4 Station 377+47 to Station 366+27. All
Contract Documents (in PDF format) may be obtained from the office of the
Engineer beginning Friday, September 17, 2021, upon payment of $0.00 (non-
refundable), for each set of Contract Documents (including specifications and
reduced drawings). The scale of the reduced drawings is about one-half of the
original scale. If full-scale drawings are desired, they may be purchased at
reproduction cost (not refundable) from the office of the Engineer.
DESCRIPTION OF WORK: The project includes installing 1,120
linear feet of 14-inch Class 54 Ductile Iron transmission pipe with bonded
joints and test stations. The waterline will be replacing an existing
deteriorated ductile iron pipe that will be abandoned in place. The project is
located in the salt flat playa north of Wendover, Utah.
This project is
funded in whole or in part by a grant through the U.S. Department of Housing and
Urban Development (HUD) Community Development Block Grant (CDBG) program. The
contractor will be required to comply with all federal labor standards and
attendant laws, including the payment of the most current Davis-Bacon wages and
compliance with Section 3 to provide employment opportunities for lower income
persons and small businesses. Local, minority and woman owned business owners
are encouraged to bid. The lowest responsible bidder will be selected.
SITE OF WORK: The project is located within an existing BLM
right-of-way in Utah, as indicated on the Drawings
PRE-BID SITE
VISIT: There will not be a pre-bid site visit for this project. The
bidders are strongly encouraged to visit the site on their own to become
familiar with the access and conditions of the site prior to preparing their
bid.
COMPLETION OF WORK: All Work shall be completed
within 60 calendar days after the date when the Contract Times commence to run
as provided in paragraph 4.01 and 15.03 of the General Conditions, and completed
and ready for final payment in accordance with paragraph 15.06 of the General
Conditions within 75 calendar days after the date when the Contract Times
commence to run. Time is of the essence.
OPENING OF BIDS:
The Bids will be opened publicly and read at 6:45 pm on October 7, 2021 at the
above-mentioned office of the Owner.
BID SECURITY: Each
Bid shall be accompanied by a certified or cashier’s check, or bid bond in the
amount of five percent (5%) of the total bid price payable to the City of
Wendover, Utah as a guarantee that the Bidder, if his Bid is accepted, will
promptly execute the contract, provide evidence of insurance, and furnish a
satisfactory faithful performance bond in the amount of 100 percent of the total
bid price and a payment bond in the amount of 100 percent of the total bid
price.
ADDRESS AND MARKING OF BID: The envelope
enclosing the Bid shall be sealed and addressed to The City of Wendover, Utah,
920 E Wendover Blvd, Wendover, Utah 84083-0430. The envelope shall be plainly
marked in the upper left-hand corner with the name and address of the Bidder and
shall bear the words “Bid for,” followed by the title of the Contract Documents
for the Work and the date and hour of opening of Bids. The certified or
cashier’s check, or Bidder’s bond shall be enclosed in the same envelope with
the Bid.
PROJECT ADMINISTRATION: All questions relative
to this project prior to the opening of Bids shall be directed to the Engineer
for the Project.

shall be understood, however, that no interpretations of the drawings or
specifications will be made except in writing signed by the Engineer, nor will
any “or equal” products be considered for approval prior to award of a contract.
OWNER’S RIGHTS RESERVED: The Owner may, at reasonable
times, inspect the part of the plant or place of business of a contractor or any
subcontractor, which is related to the performance of any contract awarded or to
be awarded by the Owner. The Owner reserves the right to reject any or all Bids,
to waive any informality in a Bid, and to make awards in the interest of the
Owner.

NOTICE IS HEREBY GIVEN that the Wendover City Council
will conduct the following public hearing at the Wendover City, Tooele County
Complex Building at 920 East Wendover Blvd., Wendover, Utah at 6:20 p.m. on
Thursday, October 7th, 2021 to receive public input regarding the following
proposal:
1. CONDITIONAL USE PERMIT FOR HOME OCCUPATION
LISCENSE LOCATED AT 1257 MOUNTIAN RIDGE BLVD. WENDOVER, UTAH.
All interested persons are
invited to attend and provide comment upon this proposal. Written comments will
also be considered if submitted to the City Clerk/Recorder in advance of the
hearing. A copy of the current regulations and the proposed amendments may be
reviewed at the Wendover City Offices each weekday before the public hearing,
between the hours of 8:00 a.m. and 5:00 p.m.
